On November 28, 2014 Andrew Bezrukov, Director for Strategic Marketing of GS Group, spoke at the Federal Economic Forum "Russian cluster week 2014" held with the assistance of the innovation territorial cluster Technopolis GS. The speaker’s report on the major vectors of state support for private innovation clusters has attracted attention of representatives of the Ministry for Economic Development of the Russian Federation and the Association of Technoparks in the sphere of High Technologies.
Andrew Bezrukov took part in the panel session on "Vectors of development". The speaker pointed out that one of the major tasks for the heads of industrial parks and technopolises in Russia today is the search for new opportunities for development, in particular by attracting private and public investments and establishing partnerships. The GS Group representative highlighted the opportunities of leveraging private capital by the example of the innovation cluster Technopolis GS being developed in the special economic zone of the Kaliningrad region, and stressed that the innovation infrastructure development remains highly dependent on state support. It is possible to achieve the qualitative and quantitative growth of technoparks in the current economic situation by improving conditions for private investors, including the introduction of such legislative initiatives as tax incentives for SEZ residents.
The holding company experience in developing the innovation cluster caught the interest of the forum audience and received positive feedback from attendees. Artem Shadrin, Director of the Innovative Development Department, Ministry for Economic Development of the Russian Federation, and Andrew Shpilenok, Director of the Association of Technoparks in the field of High Technologies, noted the particular importance and strategic significance of Technopolis GS for the Kaliningrad region. The forum also attracted representatives of the National Research University Higher School of Economics who are engaged in negotiations with GS Group on cooperation.
"Russian cluster week 2014" brought together experts of the territorial clusters development: heads of field-specific enterprises and organizations, institutes for development, representatives of legislative and executive authorities, international and Russian specialists. The forum attendees discussed topical issues of cluster development of constituent entities of the Russian Federation and efficient ways to solve the problems of implementing the cluster policy.
